First of all, when uninstalling programs, use the add/remove programs in the control panel.
Secondly, try searching for anything that uses the program. Search for things like game or anything in your quickstart that uses the program to funciton.
Lastly, go to the properties of the program. Make sure that the options on the bottom state that it is NOT read-only or check and see if someone placed a lock on the game.
I hope one of these things helps.

Go to control panel, then Add/Remove Programs, and remove from there. But make sure you don’t have it running or it won’t work. Otherwise you may need to go into your hard drive then go to program files and delete the emulator’s folder. But be very careful not to accidentally delete a different folder.

#1. Restart your PC
#2. Go to Add/Remove Programs and initiate the uninstall from there.
#3. Restart your PC again.
You should have it completely removed at this point. If not, try reinstalling it and then repeating 1-3 above.
